I just installed a new 24" HD Digital Radome on my hardtop. The question is if I tie my inflatable dinghy up there so it covers the radome, will it degrade the signal enough to make it inadvisable to do so?

It is indeed quite possible that radar performance may be adversely affected, particularly should the dingy benches or a transom. That said, you may want to experiment with the dingy on and off of the hard top to compare radar imagery of targets of varying ranges, bearings relative to the vessel's head.
