Does the NOAA VECTOR - EAST chart offered in the store include all the charts from: NOAA VECTOR - GREAT LAKES, NOAA VECTOR - NORTHEAST, NOAA VECTOR - MID ATLANTIC, NOAA RASTER - SOUTHEAST, NOAA VECTOR - HEARTLAND or does one need to purchase all 6 packages to have a complete chart set of the east coast?

Yes, the RM-LH-USEV NOAA Vector - East includes each of the sub-regions which you have identified except for the Raster charts you have listed ... the NOAA MidAtlantic NOAA Vector Charts are included. Should one be in doubt of the area of coverage for a LightHouse Chart, file size, or other details concerning the chart, then one need simply click on the Details link to see the chart's web page (see below).
