Downloaded the Southeast charts that include the Virgin Islands and cannot see the entire area that should be included. Particularly the BVI. Any ideas why that is happening ?

As indicated within their titles, the US NOAA Raster and US NOAA Vector chart offerings for Raymarine's Chart Store include cartography for US coastal and US territorial waters. These chart offerings do not include cartography for other countries. Accordingly, the US NOAA Raster East Coast, US NOAA Raster South, US NOAA Vector East Coast, and US NOAA Vector South should all include cartography for the Puerto Rico, St. Thomas, St. John, and St. Croix. Coverage of the BVI is not included within these chart chart option. You may want to consider the Chart Store's NV Atlas Caribbean Reg. 12.1 for coverage of the BVI. Navionics and C-Map also offer cartography coverage for the BVIs.
