I have an Evinrude Etec with a NEMA 2000 plug. Is the ECI 100 the "backbone" I need to interface the Etec with my A98?

Welcome to the Raymarine Forum Bill,
The ECI-100 is not a SeaTalkng/NMEA 2000 backbone. The ECI-100 is an engine gateway. Please click here to view a FAQ addressing this subject. At the time of this response, the ECI-100's software did not support Evinrude E-TEC engines.
