This is to keep the sensor coils in a horizontal plane when the vessel is not on an even keel. The clunking noise occurs when the gymballed core reaches the limits of movement and contacts the inside of the housing. In practice this would only happen onboard a vessel in very extreme situations, which are likely to be welll outside normal operation parameters.
