Is it ok to mount the pump below the deck were it my have water get to it.

Per Chapter 2. Pump mounting of the Hydraulic Pumps Installation Guide, the pump should be mounted above areas liable to flooding.

Noted. The manual makes no reference to avoidance of areas having high humidity. The bottom line is that the hydraulic pumps should be protected from weather and submersion.
