Quantum Radar Target Loss

I have a Quantum radar connected to a E127. Generally I am happy with the radar performance but there have been two instances where small boats within 1/4 mile are lost during the fog. When I say small boats we are talking about 17' to 30' center consoles and open boats. The Quantum radar is mounted on a trawler mast approx. 20' over the water. Loosing a target that close in the fog is very stressful!!! Are there any specific adjustments I can make to improve picking up small boats within 1/4 mile when I am in the fog?
